“East Coast”Urban Design International Competition
   1. Background of the project:
   Haikou, lying on north coast of Hainan Island, is the capital of Hainan Province-the largest economic special zone in China. In the city lives 35% of the total population of Hainan Province. The East Coast of Haikou City is located at the east wing of the two wings, which are defined in general planning of Haikou City for the development of coast area. It is closely adjacent with the future downtown.
  
Haikou Municipal People’s Government authorized Haikou Planning Bureau as the organizer to establish Committee for “East Coast” Urban Design International Competition (hereinafter referred to as Competition Committee),take charge of organization work of “East Coast” urban design international competition and publish the notice for the competition to the world.
  
   2. Range and depth of the design
   The plot to be designed is the piece of littoral land situated on East Coast, Jiangdong Zhutuan, Haikou City. The range of the design shall be in two layers and the depth of the design shall be defined accordingly.
  
   2.1 General design
   The land for use starts from the estuary of Nandu River in the west, to Dongzhai port in the east, littoral area of East Coast in the north and Haiwen Express in the south with a total length of 20km and total land area of around 9400ha. It is required the participant shall provide a concrete design scheme, which is based on the general planning of Haikou City and gives a proposal on conceptive planning for the future development of East Coast area.
   2.2 Detailed design
   The land for use is the littoral area of East Coast as well as the coastal area of Dongzhai Port. The total area is about 4000ha. It is required the participant shall design in line with the depth of controlled detailed planning. The key points shall meet the requirement on the depth of constructive detailed planning.
  
   3. Sign up
   Participants shall sign up for the competition before 5pm August 16, 2004 (based on the date stated on local postmark if signing up by mail). Participant shall also submit Sign Up Form, qualification paper and achievement introduction form of the leading experts of different majors (the foresaid two forms can be downloaded from our website. The majors must include urban planning, urban design, landscape design, harbor planning, planning on social economy and industrial development, environmental protection, communication planning and so on). The above-mentioned materials can be submitted to Competition Committee via mail, fax or e-mail etc.
  
   4. Confirmation of participants
   The Competition Committee will select 3~5 participant design units from home or abroad, which have the experience on waterside planning and design and related qualification on design. If any design unit who is willing to participate in the competition on the condition that there is no compensation on its design and its design scheme meets the requirements through examination shall also has the right to compete for the best design scheme. Each participant unit shall submit one design scheme only.
  
   5. Schedule of the Competition
   The Competition Committee will release the technical document of “East Coast” urban design international competition and answer relevant questions in Haikou City 7 days after the participant design units are selected. It will also organize site survey. The design scheme shall be finished in 3 months. During this period, the Competition Committee will organize one to two meetings on the site to answer questions and meanwhile explain the problems encountering the design units.
  
   6. Way of evaluation and method of cost compensation:
   6.1 Way of evaluation and examination
   It is the Evaluation and Examination committee to organize the evaluation work on the submitted design schemes. The Committee will select two excellent schemes from the valid schemes and select a winning scheme from the two excellent ones. The unit who designed the winning scheme is responsible for the further design work of the winning scheme.
   6.2 Reward
   The winning scheme will be awarded USD 0.25 million as design cost (including further design work, tax shall be paid by design unit). Another excellent scheme will be awarded USD 0.1 million as design cost (tax shall be paid by design unit). Other participant units that meet the requirements of this competition through examination of Technical Examination Committee can get USD 80,000.00 of cost compensation (tax shall be paid by design units). Participant unit whose design scheme is defined as invalid one by Technical Examination Committee will not get any cost compensation.
